This document will explain Philippine Specific Issues with rating and address details, and these Guidelines will apply to the following modes: Search, Autocomplete, Address Verification and Query Intent.
Unlike other countries, the Philippines does not have many official government resources to verify data accuracy. Please remember to use official sources to check the correct postal code, the property lines, and the correct address location when rating.
There is no consistent address format used in the Philippines. If a POI/Business uses a different format than standard (norm), this format will be accepted and rated Correct (even with missing components). Some nonstandard formats are addressed in Section 2. Note that this section may not have a complete list of all address formats. Please use your best judgement when rating Address Accuracy for addresses not discussed in these Guidelines. Do not forget to leave detailed explanation/comments when rating.
When there is no official source available for verification, the address accuracy research expectation for Philippines still follows the general guidelines–three other sources must give the same information. For Pin verification of barangay/localities, two other sources are sufficient. Please see Section 5 for additional information.

The use of Postal Code in the Philippines is not mandatory, although it is highly recommended by the Philippine Postal Corporation. Postal Codes have a four-digit number code, representing barangay within a city, or a district within a city where a mail or package is sent.
When the Postal Code is shown in the result, it should be checked on POI/Business official websites, or PHL Post, the postal office website.
In the following example, Valero Street is located in Salcedo Village and the corresponding Postal Code is 1227.

Some POI/Business do not follow the standard address format. Since there is no official format used in the Philippines, address from official websites will be considered Correct if missing unit/level/floor, building name, street/block lot/phase number/KM. In some instances, sub-locality (Barangay/District/Village/Subdivision) may also be missing. Please refer to Table 3, POI/Business row as guidance.

In the Metro Manila area, most of the cities have established Barangay names. But there are some which use the numbering system. Locals do not associate these Barangay numbers with addresses. Unless official websites list them, rating should be Incorrect – Sub-locality. Example is Barangay information for Pasay City, Metro Manila.

With more than 7,600+ islands, address for islands should show the province/region. Locality should also be included in the result if information is available. Note, Island results can be Address or POI. For POI, the Island name is not listed on the Address.

There are some websites which inserts small map on their official website. Oftentimes these maps also has an address embedded on the image, which do not match the address typed on the page (normally on the bottom of the page). Do not consider the embedded address to be correct (even if they are on the official page). As an example, please visit Xavier University, Cagayan de Oro website.

For provincial addresses, if official website has more than 1 sub-locality provided (e.g. Purok or/and Sitio), all the sub-localities provided are expected in the address result. Locals need all the information to find a certain address. As an example, address of Pryce Gases in Purok 4, Barangay Talisayan, Zamboanga City, Zamboanga del Sur. If 1 sub-locality is missing, rate Address Incorrect-Sub-locality.
When official website has missing street name on the address, consider Address – Correct even when result does not have street name. If one is provided, rate Address – Incorrect Street Name, unless the POI falls on Global Guidelines – Features Without Expected Address (natural features and POIs without expected address).

Verifying pin locations of barangays/localities may be challenging at times because of the lack of official sources. In these instances, other map providers and street imagery can be used to confirm Pin accuracy. If at least two other sources have the same information, it is most likely correct and rating for pin should be Perfect. Rate Pin with conflicting information as Can’t Verify.

There are no official websites available to confirm transit stop locations. Transit Stop signs are not common as most transit vehicles (e.g. jeepneys) can stop anywhere, unless there are designated stops like those located in major thoroughfares (e.g. EDSA, España Boulevard or Commonwealth Avenue). Rely on available resources, like street imagery to confirm stop locations.
If pin landed on an area where user is allowed to wait for transit, rate pin as Perfect. If there are evidences that transit vehicle cannot stop at the pin location, e.g. barriers along the road, no loading and unloading signs, investigate if there is a possible stop location within 50m. If there is one available within 50m, rate pin Approximate. If it is not possible for transit vehicle to stop, rate the pin Wrong.
There are many POI/businesses that use Building Name on their official address. Thus for Address Verification task, building name will be considered valid address component as long as it is pointing to a single unambiguous location. The building name will stand for street number just like the example Rose Cottage in General Guidelines.
