Introduction

These guidelines will cover the different types of addresses and POIs that are seen when rating in New Zealand.

One of the core rating concepts for New Zealand is distinguishing between urban and rural addresses. Urban addresses generally include two locality-type components, a sub-locality and a city. Rural addresses generally only require one locality-type component, the town, to be a complete address.

Note, there are some exceptions to this – in some smaller cities that do have sub-localities, addresses in the central part of the city may only have one locality component. Verification through official sources will determine which components are required for the specific address in question.

For the purposes of these guidelines and rating, sub-localities will be referred to as ‘sub-locality’ and towns and cities will be referred to as ‘locality’. Postcodes will be referred to as ‘postal code’.

The basic address format is as follows for urban and rural addresses (unit numbers not included):

Urban address:

The examples provided in this document will be applicable when rating in all modes: Search, Autocomplete, Address Verification and GLOV. Please refer to the Required Components section to see what the expected components are for Autocomplete in comparison to all other modes. Also note that some examples given may be for POIs and others for address-type results. The rating guidance for address accuracy applies to both.

1.Address Components in Rating Interface

The chart below shows the different address components in New Zealand and the appropriate checkboxes that should be used when dealing with each component within the rating interface.

2.Required Components

The chart below shows the required address components that are expected for all result types.

3.Official Sources

New Zealand has a number of high-quality and reliable government sources that can be used to verify result accuracy.

For the purposes of address verification, NZ Post and LINZ Data Source can be considered ‘ground truth’. Please read these guidelines in conjunction with the NZ Research Document, which provides useful tips for using these sources for research. For the purposes on these guidelines, only NZ Post will be referred to for address verification purposes as it is easy to use and has a handy autocomplete function, but LINZ Data Service can also be used. In cases where there is a discrepancy between the two, both can be considered correct. If an address cannot be located in a particular tool, the other tool can be used for cross checking.

4.Result Expectation

This section of the guidelines will explain how different types of POIs and addresses are treated in the rating interface.

4.1Verifying POI / Business Addresses

This section will detail how to verify addresses for POI results.

The first step to verifying a POI address is distinguishing between rural and urban address designation using the NZ Post website’s Address and Postcode Finder. Addresses will not be labelled as such by NZ Post, but will be shown with either one locality-type component (usually for rural addresses) or two locality-type components (usually for urban addresses).

The result address can then be compared to the official POI website. Some POI sites do not give all of the required address components (e.g. sub-locality, locality, postal code, etc.) Alternatively, they may include additional (non-required) components (e.g. district or region).

If the result address is missing a component or contains an extra component compared to the NZ Post address, these must be marked as Incorrect for Address Accuracy, even if the official POI website is also missing them or includes them unnecessarily.

Where this is a discrepancy between the official POI site and NZ Post, either can be considered correct as long as all of the required components (as per NZ Post) are included.

4.1.1POI / Business Result with Urban Address

4.1.2POI / Business Result with Rural Address

An issue commonly seen is for POIs with rural addresses to be returned with two locality-type components in the result instead of the expected single component. This is caused by the district component being forced into the address, generally after the town component. Districts are divisions of the country that are used for local governmental purposes and not considered as valid address components.

When the district is included when only one locality component is required, Incorrect – Other should be marked.

It can sometimes be confusing as many districts share the name of a locality (as well as some regions), so it may initially appear that a locality component rather than the district has been added. If research shows that there is a district by that name, it is safe to assume it is a district component and rate as such. Note that major cities (such as Auckland) are not contained within districts, but rather city councils. These can be considered as equivalent to districts for rating purposes.

Note, when a district appears in place of a locality in an urban address that requires both the sub-locality and locality components, it should be rated Incorrect – Locality, which differs from the below examples. See Section 5.23 for more details.

Auckland can be a locality (city) component for addresses located in the urban area, however, as this is a rural address, it can be assumed that it is the larger city council area (district equivalent). When the district is included when only one locality component is required, Incorrect – Other should be marked.

4.1.2.1Locality and District with Same Name (e.g. Taupo, Whakatane)

 

There are a handful of localities located in districts of the same name, such as Taupo and Whakatane.

When the district is forced into addresses in these areas, it may appear to be a duplicated locality, however it is actually the locality and district. These should therefore be treated in the same way as other cases of the district appearing in rural addresses, instead of considering it as a duplicated locality.

4.1.3POI / Business Result with Intersection Address

When a POI (especially for those with large premises) is on the corner (intersection) of two streets, the address is often listed on the official website as ‘the corner of’ the two relevant streets. The street number is omitted as the cross street is considered the reference point.

These addresses can be problematic. The following variations may be seen in result addresses:

1.Maps correctly returns both street names (with or without some indication that it is the “corner”) – this is the best outcome and if the result matches the official address, it can be rated Correct.
2.Maps returns one of the streets with a street number. If it can be determined this numerical address is not the correct address for the business, rate as Incorrect – Street Number.
3.Maps returns one of the streets with a street number. If it can be determined this numerical address is the correct address for the business, rate as Correct. LINZ Data Service is a useful tool for this.
4.Maps returns one of the streets without a street number. This address does not allow a user to find the business. These should be rated Incorrect – Country Specific Issue.
5.Maps returns one of the streets with a street number. If it cannot be determined if this numerical address is the correct or incorrect address for the business using available resources, rate as Can’t Verify.

 

Note, when a POI address is for an intersection, a specific address containing a street number can be used to verify the required components through NZ Post (as searching by street only is not specific enough). A street number (approximate is fine) for that location can be found using the LINZ data tool or other mapping services.

Below is an example of how a POI with an intersection as the address should be treated.

4.2Verifying Address Results

This section will detail how to verify address-type results.

As with POI results, the first step to address verification is to establish which components are required – locality only (usually rural addresses), or sub-locality and locality (usually urban addresses).

If the result address is missing a component or contains an extra component compared to the NZ Post address, these must be marked as Incorrect for Address Accuracy. Furthermore, if the required components differ from those provided by NZ Post, these should also be marked as Incorrect.

4.2.1Urban Addresses

Subdivided addresses are properties that have been split (also known as street extensions). These properties will always have separate rooftops and, more often than not, clear boundary lines between the properties.

5 How to Rate

This section will cover some of the issues that are commonly seen this locale and may be ambiguous in how to approach.

1.1Central Sub-Localities

Central sub-localities are sub-localities in the centre of the bigger cities throughout New Zealand such as Auckland Central. They are recognized as valid sub-localities in the larger cities, but in the smaller towns that do have sub-localities within them, central sub-localities don’t always exist. As noted earlier, in these cases, addresses in the central part of town may only require a locality component.

There are two issues that are common seen when it comes to these central sub-localities. The first is that they are often returned with incorrect formatting, with the larger locality appearing before the sublocality. The second is that some central sub-localities are forced into an address when they don’t exist in the real world and only a locality component is required.

1.1.2Formatting Issues

Below is an example of a POI address where the central sub-locality is required along with the locality, but the components are reversed.

5.2.3 District in Place of Locality (e.g. Paraparaumu)

Sometimes, the district is returned in place of the locality in an address that requires both a sub-locality and locality. In these cases, the locality is considered Incorrect.

This inclusion of the district differs from when the district appears in a rural address that should only have one locality component, in which case the Address Accuracy rating is Incorrect – Other (see sections 4.1.2/4.2.2 for more details).

Below are two examples of POI addresses that are returned with a district in place of the locality and how they should be treated.

The street number and street name match those on the official POI site. However, the POI site lists the locality-type components Opaheke, Papakura, and Auckland. NZ Post confirms that the address requires the sublocality Opaheke and the locality Papakura.

In this case, the sub-locality is Incorrect (SubLocality) as Papakura should be Opaheke. It is difficult to tell here whether Auckland is the locality or city council (equivalent to district), but regardless we can consider the locality as Incorrect.

 

1.3Non-Existent Postal Codes

On occasion, postal code area results will be returned within the rating interface. When this happens, it is important to verify it is a valid postal code area or if the result is a postal code for a PO Box number.

Note, the main Address and Postcode Finder page of the NZ Post site will not distinguish between the different classes of postal codes. This can be checked using the Postcode Directory page (https://www.nzpost.co.nz/tools/address-postcode-finder)
