These guidelines will cover the different types of addresses and POIs that are seen when rating in New Zealand.
One of the core rating concepts for New Zealand is distinguishing between urban and rural addresses. Urban addresses generally include two locality-type components, a sub-locality and a city. Rural addresses generally only require one locality-type component, the town, to be a complete address.
Note, there are some exceptions to this – in some smaller cities that do have sub-localities, addresses in the central part of the city may only have one locality component. Verification through official sources will determine which components are required for the specific address in question.
For the purposes of these guidelines and rating, sub-localities will be referred to as ‘sub-locality’ and towns and cities will be referred to as ‘locality’. Postcodes will be referred to as ‘postal code’.
The basic address format is as follows for urban and rural addresses (unit numbers not included):
Urban address:
[Street Number][Street Name], [Sub-locality], [Locality][Postal Code], [Country]
Rural address:
[Street Number][Street Name], [Locality], [Postal Code], [Country]
The examples provided in this document will be applicable when rating in all modes: Search, Autocomplete, Address Verification and GLOV. Please refer to the Required Components section to see what the expected components are for Autocomplete in comparison to all other modes. Also note that some examples given may be for POIs and others for address-type results. The rating guidance for address accuracy applies to both.
The chart below shows the different address components in New Zealand and the appropriate checkboxes that should be used when dealing with each component within the rating interface.
The chart below shows the required address components that are expected for all result types.
New Zealand has a number of high-quality and reliable government sources that can be used to verify result accuracy.
For the purposes of address verification, NZ Post and LINZ Data Source can be considered ‘ground truth’. Please read these guidelines in conjunction with the NZ Research Document, which provides useful tips for using these sources for research. For the purposes on these guidelines, only NZ Post will be referred to for address verification purposes as it is easy to use and has a handy autocomplete function, but LINZ Data Service can also be used. In cases where there is a discrepancy between the two, both can be considered correct. If an address cannot be located in a particular tool, the other tool can be used for cross checking.
This section of the guidelines will explain how different types of POIs and addresses are treated in the rating interface.
This section will detail how to verify addresses for POI results.
The first step to verifying a POI address is distinguishing between rural and urban address designation using the NZ Post website’s Address and Postcode Finder. Addresses will not be labelled as such by NZ Post, but will be shown with either one locality-type component (usually for rural addresses) or two locality-type components (usually for urban addresses).
The result address can then be compared to the official POI website. Some POI sites do not give all of the required address components (e.g. sub-locality, locality, postal code, etc.) Alternatively, they may include additional (non-required) components (e.g. district or region).
If the result address is missing a component or contains an extra component compared to the NZ Post address, these must be marked as Incorrect for Address Accuracy, even if the official POI website is also missing them or includes them unnecessarily.
Where this is a discrepancy between the official POI site and NZ Post, either can be considered correct as long as all of the required components (as per NZ Post) are included.
Below is an example of how a POI with an urban address should be treated.
Query & Official Address | Search Result | Rating |
Query Butlers Chocolate Café Willis Street | Butlers Chocolate Café 103 Willis Street Te Aro Wellington 6011 | Address Accuracy: Correct The official POI site lists the street number, street name, locality and postal code, matching those shown in the result address. However, NZ Post confirms a sub-locality is required, and that it should be Te Aro. The result address contains |
Official POI Site Address 103 Willis St Wellington 6011 NZ Post Address 103 Willis St Te Aro Wellington 6011 | the required sub-locality. Address Accuracy is Correct.
Butlers Chocolate Café 103 Willis Street Wellington Central Wellington 6011 | Address Accuracy: Incorrect – Sub-Locality The official POI site lists the street number, street name, locality and postal code, matching those shown in the result address. However, NZ Post confirms a sub-locality is required, and that it should be Te Aro. The result address contains a different sub-locality. For incorrect sublocalities, Address Accuracy is Incorrect – SubLocality.
Butlers Chocolate Café 103 Willis Street Wellington 6011 | Address Accuracy: Incorrect – Sub-Locality The official POI site lists the street number, street name, locality and postal code, matching those shown in the result address. However, NZ Post confirms a sub-locality is required, and that it should be Te Aro. For missing sub-localities, Address Accuracy is Incorrect – Sub-Locality. |
An issue commonly seen is for POIs with rural addresses to be returned with two locality-type components in the result instead of the expected single component. This is caused by the district component being forced into the address, generally after the town component. Districts are divisions of the country that are used for local governmental purposes and not considered as valid address components.
When the district is included when only one locality component is required, Incorrect – Other should be marked.
It can sometimes be confusing as many districts share the name of a locality (as well as some regions), so it may initially appear that a locality component rather than the district has been added. If research shows that there is a district by that name, it is safe to assume it is a district component and rate as such. Note that major cities (such as Auckland) are not contained within districts, but rather city councils. These can be considered as equivalent to districts for rating purposes.
Note, when a district appears in place of a locality in an urban address that requires both the sub-locality and locality components, it should be rated Incorrect – Locality, which differs from the below examples. See Section 5.23 for more details.
Below is an example of how a POI with a rural address should be treated.
Query & Official Address | Search Result | Rating |
Query Mcdonalds Huntly Official POI Site Address 398 Great South Road Huntly NZ Post Address 398 Great South Road Huntly 3700 | McDonald’s 398 Great South Road Huntly 3700 | Address Accuracy: Correct The official POI site lists the street number, street name and locality, matching those shown in the result address. NZ Post confirms that this address only requires a locality. The postal code is not included on the official POI site but is verified by NZ Post. Address Accuracy is Correct. |
McDonald’s 398 Great South Road Huntly Waikato 3700 | Address Accuracy: Incorrect – Other The official POI site lists the street number, street name and locality, matching those shown in the result address. The postal code is not included on the official POI site but is verified by NZ Post. NZ Post confirms that this address only requires a locality. The result address contains an additional component, Waikato. Research reveals that Waikato is the district, which should not be included in addresses. When the district is included when only one locality component is required, Incorrect – Other should be marked.
Query Monumental motor lodge papakura NZ Post Address 286 Great South Road Papakura 2110 | Monumental Motor Lodge 286 Great South Road Papakura Auckland 2110 | Address Accuracy: Incorrect – Other This POI does not appear to have an official website but several hotel listing sites show the same street number and name. Its placement in street and satellite imagery corresponds with the result address. The street name and number can therefore be considered as correct. NZ Post confirms that this address only requires a locality. The result address contains an additional component, Auckland. Auckland can be a locality (city) component for addresses located in the urban area, however, as this is a rural address, it can be assumed that it is the larger city council area (district equivalent). When the district is included when only one locality component is required, Incorrect – Other should be marked. |
There are a handful of localities located in districts of the same name, such as Taupo and Whakatane.
When the district is forced into addresses in these areas, it may appear to be a duplicated locality, however it is actually the locality and district. These should therefore be treated in the same way as other cases of the district appearing in rural addresses, instead of considering it as a duplicated locality.

Query Waterside Restaurant Official POI Site Address 3 Tongariro Street Taupo NZ Post Address 3 Tongariro Street Taupo 3330 | Waterside Restaurant and Bar 3 Tongariro Street Taupo 3330 | Address Accuracy: Correct The result address matches the official POI site. NZ Post confirms that only a locality is required. Address Accuracy is Correct. |
Waterside Restaurant and Bar 3 Tongariro Street Taupo Taupo 3330 | Address Accuracy: Incorrect – Other The official POI site lists the street number, street name and locality, matching those shown in the result address. The postal code is not included on the official POI site but is verified by NZ Post. NZ Post confirms that this address only requires a locality. The result address contains an additional component, Taupo. Research reveals that Taupo is also the name of the district that contains the locality of Taupo. In this case, it can be assumed that the first Taupo is the locality component, and the second Taupo is the district component. When the district is included when only one locality component is required, Incorrect – Other should be marked. |
When a POI (especially for those with large premises) is on the corner (intersection) of two streets, the address is often listed on the official website as ‘the corner of’ the two relevant streets. The street number is omitted as the cross street is considered the reference point.
These addresses can be problematic. The following variations may be seen in result addresses:
Note, when a POI address is for an intersection, a specific address containing a street number can be used to verify the required components through NZ Post (as searching by street only is not specific enough). A street number (approximate is fine) for that location can be found using the LINZ data tool or other mapping services.
Below is an example of how a POI with an intersection as the address should be treated.

Official POI websites may refer to shop numbers or similar. If a POI website includes a shop number, it should be treated like a unit number.
Below is an example of how a POI with a unit number in the address should be treated.

Query Hell Pizza Rosedale Official POI Site Address 3/327 Albany Highway Rosedale Auckland 0632 NZ Post Address 3/327 Albany Highway Rosedale Auckland 0632 | Hell Pizza 3/327 Albany Highway Rosedale Auckland 0632 | Address Accuracy: Correct The result address matches the official POI site, NZ Post confirms a sub-locality is required. Address Accuracy is Correct. |
Hell Pizza 327 Albany Highway Rosedale Auckland 0632 | Address Accuracy: Incorrect – Unit Number The official POI site includes a unit number that is missing from the result address. All other components match the official POI site and NZ Post confirms a sub-locality is required. When a unit number is missing from a POI address, Address Accuracy is Incorrect – Unit Number |
Note: Unit numbers can also be presented as letters, instead of numbers. Rating is the same if the letter is absent from the address. To differentiate between units and subdivisions, please see sections 4.2.3 and 4.2.4. Address accuracy rating guidance also applies to POI addresses. |
This section will detail how to verify address-type results.
As with POI results, the first step to address verification is to establish which components are required – locality only (usually rural addresses), or sub-locality and locality (usually urban addresses).
If the result address is missing a component or contains an extra component compared to the NZ Post address, these must be marked as Incorrect for Address Accuracy. Furthermore, if the required components differ from those provided by NZ Post, these should also be marked as Incorrect.
Below is an example of how an urban address should be treated.

All components of the address match those provided by NZ Post. Address Accuracy is Correct. |
30 David Street 30 David Street Forbury Dunedin 9012 | Address Accuracy: Incorrect – Sub-Locality NZ Post confirms that this is a valid address and that a sub-locality is required. The result address contains a different sub-locality. For incorrect sub-localities, Address Accuracy is Incorrect – Sub-Locality.
30 David Street 30 David Street Dunedin 9012 | Address Accuracy: Incorrect – Sub-Locality NZ Post confirms that this is a valid address and that a sub-locality is required. The result address is missing the sub-locality. For missing sub-localities, Address Accuracy is Incorrect – Sub-Locality. |
As noted above for POIs with rural addresses, it is also common for rural address results to be returned with two locality-type components. This is caused by district components being forced into the address, generally after the town component. See 4.1.2 and 4.1.2.1 for more details.

When the district is included when only one locality component is required, Incorrect – Other should be marked. |
4.2.4 Address with a Subdivision Number/Letter
Subdivided addresses are properties that have been split (also known as street extensions). These properties will always have separate rooftops and, more often than not, clear boundary lines between the properties.
LINZ provides a useful resource for understanding subdivisions (and the difference with unit numbers) Below are two examples of how subdivided properties should be treated.

NZ Post confirms that the result address requires a sublocality. All components of the address match those provided by NZ Post. Address Accuracy is Correct. |
25 Graham Street 25 Graham Street Hamilton East Hamilton 3216 | Relevance: Bad Address Accuracy: Incorrect – Address Does Not Exist NZ Post confirms that the query address is valid, but the result address is not and does not exist without a subdivision letter. It therefore receives the relevance rating of Bad. As the result address does not exist, it receives Address Accuracy is Incorrect – Address Does Not Exist.
Note: Subdivisions can also be presented as numbers, instead of letters. Rating is the same if the number is absent from the address. To differentiate between units and subdivisions, please also see section 4.2.4. |
Unlike subdivisions, addresses with unit numbers will have connected rooftops and are treated differently (consistent with the global guidelines 5.1.7).
Below are two examples of how addresses with unit numbers should be treated.

to send mail to it. For this reason, we can consider the Address Accuracy as Correct when the address is returned without a unit number. NZ Post confirms that a sub-locality is required. All components of the address match those provided by NZ Post. As per global guidelines 5.1.7, when the query contains a unit number and the result does not, the relevance rating should be Good.

22 Stoneyhurst Street 22 Stoneyhurst Street St Albans Christchurch 8014 | Relevance: Navigational Address Accuracy: Correct Since the result matches the query and it is the only matching option, it should receive the relevance rating of Navigational. By checking with NZ Post, it can be seen that this address exists with unit numbers. This section will cover some of the issues that are commonly seen this locale and may be ambiguous in how to approach.
Central sub-localities are sub-localities in the centre of the bigger cities throughout New Zealand such as Auckland Central. They are recognized as valid sub-localities in the larger cities, but in the smaller towns that do have sub-localities within them, central sub-localities don’t always exist. As noted earlier, in these cases, addresses in the central part of town may only require a locality component.
There are two issues that are common seen when it comes to these central sub-localities. The first is that they are often returned with incorrect formatting, with the larger locality appearing before the sublocality. The second is that some central sub-localities are forced into an address when they don’t exist in the real world and only a locality component is required.
Below is an example of a POI address where the central sub-locality is required along with the locality, but the components are reversed.

Deloitte Centre 1 Queen Street Auckland Auckland Central 1010 | Address Accuracy: Correct with Formatting Issues The official POI site lists the street number, street name, locality and postal code, matching those shown in the result address. However, NZ Post confirms a sub-locality is required, and that it should be Auckland Central. The result address contains the required sub-locality, however it is returned after the locality component. Address Accuracy is Correct with Formatting Issues.
Note: If there are issues with the formatting on top of other address data issues then rate as Incorrect – Other in addition to the other issues. |

369 High Street Hutt Central Lower Hutt 5010 NZ Post Address 369 High Street Hutt Central Lower Hutt 5010 | Burger King 369 High Street Lower Hutt Lower Hutt Central 5010 | Address Accuracy: Incorrect – Sub-Locality, Other Issue The result address matches the street number, street name and postal code from the official POI site. NZ Post confirms that a sub-locality is required (Hutt Central) and that the locality is Lower Hutt (matching the official POI site). |
The result sub-locality has been incorrectly named Lower Hutt Central (which doesn’t exist) instead of Hutt Central and is rated as Incorrect – Sub-Locality. It has also been incorrectly ordered and should be placed before Lower Hutt. Therefore, it is also rated as Incorrect – Other Issue (used when formatting issues are combined with other data issues). |
This section will cover several other locality-related issues that are commonly returned.
5.2.2 Non-Existent Locality (e.g. Palmerston North Central)
It is common to see the non-existent locality Palmerston North Central instead of Palmerston North, which can also be seen in combination with Palmerston North Central as a non-existent sub-locality.

Cafe Cuba 236 Cuba Street Palmerston North Central Palmerston North Central 4410 | Address Accuracy: Incorrect – Locality, SubLocality. The street name and number are verified on the official POI site as correct. NZ Post confirms that only a locality is required. The result address has been returned with the locality incorrectly named Palmerston North Central (which doesn’t exist) instead of Palmerston North. Address accuracy is Incorrect – Locality. As it has also been |
included as a non-existent sub-locality, it is also rated as Incorrect – Sub-Locality. |
5.2.3 District in Place of Locality (e.g. Paraparaumu)
Sometimes, the district is returned in place of the locality in an address that requires both a sub-locality and locality. In these cases, the locality is considered Incorrect.
This inclusion of the district differs from when the district appears in a rural address that should only have one locality component, in which case the Address Accuracy rating is Incorrect – Other (see sections 4.1.2/4.2.2 for more details).
Below are two examples of POI addresses that are returned with a district in place of the locality and how they should be treated.

Paraparaumu Beach School 65 Gray Avenue Paraparaumu Beach Kapiti Coast 5032 | Address Accuracy: Incorrect – Locality The official POI site lists the street number, street name and sub-locality, but not the locality. NZ Post confirms a sub-locality is required (Paraparaumu Beach) and that the locality is Paraparaumu. The result address is showing Kapiti Coast as the locality, which is a district. Address Accuracy is Incorrect – Locality.
Query Papakura Motor Lodge Official POI Site Address 407 Great South Road Opaheke Papakura Auckland NZ Post Address 407 Great South Road Opaheke Papakura 2113 | Papakura Motor Lodge & Motel 407 Great South Road Papakura Auckland 2113 | Address Accuracy: Incorrect –Sub- Locality, Locality The street number and street name match those on the official POI site. However, the POI site lists the locality-type components Opaheke, Papakura, and Auckland. NZ Post confirms that the address requires the sublocality Opaheke and the locality Papakura. In this case, the sub-locality is Incorrect (SubLocality) as Papakura should be Opaheke. It is difficult to tell here whether Auckland is the locality or city council (equivalent to district), but regardless we can consider the locality as Incorrect. |
On occasion, postal code area results will be returned within the rating interface. When this happens, it is important to verify it is a valid postal code area or if the result is a postal code for a PO Box number.
Note, the main Address and Postcode Finder page of the NZ Post site will not distinguish between the different classes of postal codes. This can be checked using the Postcode Directory page (https://www.nzpost.co.nz/tools/address-postcode-finder)
Query | Search Result | Rating |
0622, Auckland | 0622 Takapuna Auckland 0622 | Relevance: Navigational Name: n/a Address Accuracy: Correct The result matches the query, therefore it receives the relevance rating of Navigational. The postal code has been verified as valid on the official postcode directory and sub-locality and locality have been verified as Correct. Note, a postal code can cover more than one sub- locality/locality, so as long as the sub- locality/locality is included within the postal code area, it can be considered Correct. |
1140, Auckland | 1140 Auckland Auckland Central 1140 | Relevance: Excellent Name: n/a Address Accuracy: Incorrect – Address Does Not Exist This postal code exists only for a PO Box. As it is considered as not existing, Relevance will be Excellent and Address Accuracy will be Incorrect – Address Does Not Exist (as per Global Guidelines 10.3). The address can be verified on the official postcode directory. |
Note: In Autocomplete, if a postal code is returned for a query without a number (e.g. Auckland) the relevance should be Bad for user intent. |
