In the Philippines, locality refers to city (for urban areas) and municipality (for rural area) while region mainly refers to Metro Manila and different provinces. Some localities have similar names with their regions. Typically, a locality is more prominent than regions. In this case, provinces in the Philippines are considered secondary intent with a starting rate of Good while localities are the primary intent (Navigational). Please take a look at GL 5.13 City vs Municipality for a similar case.
Examples:
1. Query: Iloilo
Result 1: Iloilo City, Iloilo
Result 2: Iloilo
Rating: Navigational
Rating: Good
Research shows that Iloilo City is part and capital of Iloilo province. City is always a primary intent while the province is a secondary intent
Result 1: Sorsogon City, Sorsogon Rating: Bad
Result 2: Sorsogon Rating: Navigational
The query includes a local Tagalog term ‘Probinsya’ which means ‘Province’. The primary intent is to look for the province of Sorsogon. No secondary intent here since the user explicitly stated their intent address type. Thus, the rating of Sorsogon City would be Bad.
